Vaginal Shield Vs. Pads- A Woman with Questions

I was wondering what the difference is, if any between the vaginal shield and positioning the pads over my clitorus. Am I wasting my money getting the shield when the pads can offer the same clitoral stimulation. That is, should I instead of getting the the pads, get the vaginal plug.
